Kansas Legislative inconsistencies (again)

Kansas speed limits will be set at 70 MPH on the interstate and other four-lane highways. The governor thinks the legislation is good; he will sign it. However, the "law" will not necessarily be enforced as such. There will be a 10mph "buffer", the area between 70MPH and 80MPH, where you may or may not get a ticket... and, if you do, it will not get reported to your insurance company or go on your driving record as a moving violation.

This "buffer", which is reduced to 5MPH on other roads with a reduced speed limit, worries me. Either there is a law, or there isn't, in my opinion. How is this going to affect me? Will my choice of vehicles, my gender, the length of my hair or my general appearance, affect whether or not I get a ticket for going 76MPH? That will be at the descretion, obviously, of the individual enforcing the law.

Is the fact that a "buffer" zone ticket will not go against me as a moving violation going to increase the number of tickets that an individual Highway Patrolperson will write? Will it affect the attitude of skofflaws with an excess of funds and a love of speed?

I feel that a law should be a LAW. If the damned speed limit is 70MPH, then it should be enforced at 70MPH, not 75 or maybe 80. The fact is that speed limit laws have never been adequately and fairly enforced in Kansas. When the speed limit was 55, driving at 55 would put you in the slow lane, getting passed by 90% of the other vehicles on the road. At 65MPH, same story. There seems to be no fear of enforcement, even though in my experience, I see a lot of cars stopped by the KHP, probably for speeding. There are just far too few troopers, it seems.

I've recently driven some Oklahoma highways, and the first thing you see going from KS into OK is a sign "We enforce the speed limit - no leeway" or words to that effect. And it seems to work. The limit was 70 MPH there, and I drove 70MPH and was very seldom passed, and when I was, it was by someone doing 72MPH. I did not see any more troopers there than we have in Kansas.

Could it be that they actually enforce the law? And everyone KNOWS IT? What an idea!! Maybe we should try that....
